PURPOSE: On October 3, 1972, the Board created the Orange County Emergency Medical Services Council as a county advisory board. On May 1, 2001, the Board adopted Ordinance No. 2001-09 codifying the creation of the Orange County Emergency Medical Services Advisory Council ("EMSAC") into Chapter 20 of the Orange County Code. On January 26, 2016, the Board adopted Resolution No. 2016-M-06 replacing and superseding all prior resolutions regarding EMSAC and reconstituting EMSAC's duties, membership, and responsibilities and authorities. There has been extensive growth and advancement in the County emergency medical services system since the initial creation of EMSAC and the most recent amendments adopted in Resolution No. 2016-M-06. As a result, EMSAC's current membership, duties, and standing committees need to be updated. This Resolution supersedes Resolution No. 2016-M-06 and reaffirms the creation of EMSAC. This Resolution is similar to Resolution No. 2016-M-06, but contains several updates to EMSAC's membership, duties and responsibilities, and standing committees. Specifically, this Resolution increases EMSAC's membership from 18 to 19 members and includes local fire chiefs, local hospitals, private COPCN holders, the Chair of EMSAC's Operations Committee, a local paramedic educational institution, and the County's Medical Director.
