PURPOSE: The County and the Orange County Fire Fighters Association, I.A.F.F., Local 2057, successfully negotiated a successor Collective Bargaining Agreement for Fiscal Years 2024-25 through 2026-27 that addressed a broad range of wages, benefits, and terms and conditions of employment. Among the provisions negotiated was Article 22.19, which provides for advancement to Firefighter Step 2 upon successful completion of Fire Department Orientation. The Collective Bargaining Agreement became effective May 24, 2026, with selected provisions made retroactive to October 13, 2024. Article 22.19, however, was not included among the provisions receiving retroactive application.

Following the Board's approval of the collective bargaining agreement, it was later determined that employees who completed Fire Department Orientation between October 13, 2024, and May 23, 2026, as well as employees who remained on Firefighter Step 1 as of October 12, 2024, did not receive the salary placement provided by Article 22.19 because such retroactivity allowance had not been negotiated into the contract. The County and the Union subsequently have negotiated the attached Memorandum of Agreement to address this specific issue by providing retroactive salary placement and related compensation adjustments for affected employees.
