PURPOSE: On November 18, 2025, the Orange County Board of County Commissioners approved Utility Work by Highway Contractor Agreement ID Number 444980-1-56-04/444980-1-66-04 with the Florida Department of Transportation (FDOT) for relocation construction of Orange County Utilities’ (OCU) infrastructure in conflict with improvements at SR 91/Turnpike at the Taft Vineland Interchange.  That agreement is part of an overall FDOT Project under ID Numbers 444980-1-52-01 and 444980-3-52-01, and OCU has infrastructure in those areas impacted by FDOT’s overall project. FDOT requires a Notice of Appointment signed by the County allowing FDOT to speak on behalf of the County for construction-related activities related to OCU’s infrastructure during the FDOT’s overall project. 

There is no dollar amount associated with the Notice of Appointment. 

The County Attorney’s Office and Risk Management Division reviewed the Notice of Appointment and find it acceptable as to form. Utilities Department staff recommends approval.
