County Mayor Demings called the meeting to order at 5:01 p.m.

Opening Remarks  
County Mayor Demings thanked everyone for joining the meeting and reviewed the order of the  
public hearings.  
County Administrator Brooks announced that the purpose of the public hearing is to consider and  
adopt tentative millages and budgets for the fiscal year beginning October 1, 2024 and ending  
September 30, 2025.  
I.  
BUDGET PUBLIC HEARINGS  
1.  
Mandatory Refuse Rate Resolution and exemptions from full solid waste and  
recycling collection service  
Consideration:  
RESOLUTION

COUNTY  
COMMISSIONERS ESTABLISHING THE CALENDAR YEAR 2025 SPECIAL ASSESSMENT  
AT $300.00 FOR RESIDENTIAL FULL SOLID WASTE AND RECYCLING COLLECTION,  
WITHIN UNINCORPORATED ORANGE COUNTY, PURSUANT TO CHAPTER 32 OF THE  
ORANGE COUNTY CODE. THE SPECIAL ASSESSMENT SHALL APPEAR ON THE  
PROPERTY TAX BILL AND SHALL BE COLLECTED IN THE SAME MANNER AS AD  
VALOREM TAXES, AS AUTHORIZED BY STATE LAW.  
David Gregory, Manager, Solid Waste Division, presented remarks regarding mandatory  
garbage and recycling rate collection service for fiscal year 2024/2025.  
A motion was made by Commissioner Moore, seconded by Commissioner Scott, to adopt  
Resolution 2024-M-27, setting the mandatory residential full solid waste and recycling collection  
special assessment rate at $300 per household for Calendar Year 2025; and further, the hauler  
reimbursement rates for Calendar Year 2025 as follows:  
Zone 1: $164.11 per Residential Unit  
Zone 2: $203.00 per Residential Unit  
Zone 3: $176.75 per Residential Unit  
Zone 4: $143.35 per Residential Unit  
Zone 5: $145.90 per Residential Unit  
The motion carried by the following vote:

David Gregory, Manager, Solid Waste Division, presented the Staff and Hearing Officer  
Recommendation concerning exemption to the mandatory assessment for Calendar Year 2025.  
A motion was made by Commissioner Scott, seconded by Commissioner Bonilla, to accept the  
Staff and Hearing Officer recommendation concerning exemptions to the mandatory assessment  
for Calendar Year 2025. The motion carried by the following vote:

Adopt the Non-Ad Valorem Assessment Roll  
Consideration: ADOPTION OF A NON-AD VALOREM ASSESSMENT ROLL AUTHORIZING  
THE ORANGE COUNTY TAX COLLECTOR TO USE THE UNIFORM AD VALOREM METHOD  
OF COLLECTING NON-AD VALOREM ASSESSMENTS LEVIED BY THE ORANGE COUNTY  
BOARD OF COUNTY COMMISSIONERS AS PROVIDED IN SECTION 197.3632, FLORIDA  
STATUTES.  
A motion was made by Commissioner Moore, seconded by Commissioner Uribe, to accept and  
adopt the Non-Ad Valorem Assessment Roll as presented, in the unit of measurement and the  
respective amounts by subdivision and/or parcel identification number as stated in the  
assessment roll. The motion carried by the following vote:

Consideration: A RESOLUTION ADOPTING A TENTATIVE MILLAGE RATE FOR ORANGE  
COUNTY AND FOR ALL OTHER PURPOSES OR ENTITIES IDENTIFIED IN THIS  
RESOLUTION; STATING THE PERCENTAGE BY WHICH THE TENTATIVE MILLAGE RATE  
AS ADOPTED HEREIN IS MORE THAN OR LESS THAN THE INDIVIDUAL ROLLED BACK  
MILLAGE RATE FOR EACH PURPOSE OR ENTITY IDENTIFIED; STATING THE  
PERCENTAGE INCREASE OR DECREASE OF PROPERTY TAXES FOR ORANGE COUNTY  
AND FOR THE PURPOSES AND ENTITIES IDENTIFIED HEREIN; PROVIDING AN  
EFFECTIVE DATE.  
County Administrator Brooks announced that all adjustments to the originally approved budget are  
incorporated into the budget.  
Kurt Petersen, Director, Office of Management and Budget, announced the tentative countywide  
millage rate and outlined the countywide tax millage information for all taxing units under the BCC  
and the aggregate millage rate.  
The following persons addressed the Board for public comment:

A motion was made by Commissioner Scott, seconded by Commissioner Wilson, to adopt  
Resolution 2024-M-28, setting the tentative countywide millage rate. The motion carried by the  
following vote:  
Aye: 6 - Mayor Demings, Commissioner Wilson, Commissioner Moore, Commissioner Gomez  
Cordero, Commissioner Bonilla, and Commissioner Scott  
Nay: 1 - Commissioner Uribe  
and  
Consideration:  
A
RESOLUTION ADOPTING THE TENTATIVE BUDGETS FOR ORANGE  
COUNTY AND FOR ALL OTHER PURPOSES AND ENTITIES IDENTIFIED IN THE  
RESOLUTION; STATING THE AMOUNT ADOPTED FOR EACH FUND; PROVIDING AN  
EFFECTIVE DATE.

Resolution 2024-M-29, adopting the County budget. The motion carried by the following vote:

Closing Remarks  
County Mayor Demings announced that the second and final budget hearing is scheduled for  
Thursday, September 19, 2024, at 5:01 p.m.  
The notated public hearing is quasi-judicial in nature. As such, any verbal or written  
communication with a member of the Board of County Commissioners prior to today’s  
quasi-judicial hearing should be disclosed on the record or made a part of the record  
during the public hearing by or on behalf of the party who communicated with the Board  
member to allow any interested party an opportunity to inquire about or respond to such  
communication. Failure to disclose any such communication may place the party who  
ultimately prevails at the quasi-judicial hearing at risk of having the Board’s decision  
overturned in a court of law due to prejudice against the party who was not privy to the  
ex parte communication.  
Information regarding meetings held at the County Administration Building between any  
member of the Board and an outside party may be obtained at
